Preliminary cost assessments (PCA) and estimates
University departments may request a free preliminary cost assessment (PCA) by submitting an online service request. (Be sure to answer “yes” to the question “Is this an estimate request?”) A PCA is a high-level cost evaluation for a capital project without the benefit of drawings or detailed investigation. This is a service provided by Infrastructure Planning and Facilities to aid MSU administrators in making strategic facility decisions and is not intended to be used as a firm or final budget. To validate the work scope and confirm the projected cost, preliminary design is necessary to produce a detailed estimate. The preliminary cost assessment page on the Capital Project Procedures website explains the process by which an estimate is provided to the customer.
If the department chooses to proceed, a detailed estimate can be prepared after the completion of a design. There is normally a cost associated with estimates due to the significant amount of analysis involved.
Customers may request an estimate for any work not pertaining to a Capital project or Custodial Services by using the online service request form. This is a service that is provided at no charge for our campus customers to aid in their decision to proceed; they have 60 days to approve or deny the estimate. If approved, the request will be turned into a work order. If denied, the request will be cancelled. If a response is not received within the 60-day window, the estimate will be voided.
