West Regional Chilled Water plant
Overview of Scope:
Originally approved as part of the combined Combined Heat & Power Plant – Addition 6 project with a total budget of $203M. The project has since been separated into two individual projects to support Investment Tax Credit (ITC) application requirements and provide greater financing flexibility.
As design and procurement progressed, the project scope became more fully defined. The updated budget reflects the finalized scope, labor and material market conditions, and expedited delivery requirements necessary to maintain ITC eligibility.

- Authorization to Plan and Proceed was approved in June 2024, prior to completion of design and budget finalization, to meet Federal Inflation Reduction Act (IRA) Investment Tax Credit (ITC) deadlines.
- Steel and masonry erection are complete.
- Mechanical, electrical, and plumbing (MEP) rough-in is currently underway.
- Auxiliary building work has been completed at Anthony Hall, Natural Resources, Engineering Building, Wells Hall, and the International Center.
- Substantial completion: expected April 2027
