Veterinary Medical Center - HVAC replacement and programmatic renovations (CP16192)

Background:

  • The Veterinary Medical Center (VMC) D-wing houses the small animal veterinary teaching hospital.
  • The teaching hospital is critical for professional students in the clinical phase of their DVM degree, and for nursing students in the veterinary nursing program to complete clinical competencies. Those teaching activities are integral for students to meet AVMA-COE accreditation requirements for graduation.
  • HVAC units 1 and 21 are original, dating back to the hospital’s opening in 1965 and are beyond their useful life. Replacing these original units and upgrading to current standards is essential as the existing system is at risk of terminal failure.
  • The scope and complexity of the HVAC replacement coupled with the required continued operation of the clinical teaching and service operations requires a phased approach.
  • The phasing will vacate and shut down certain areas of the teaching hospital over a period of approximately 18 months.
  • This anticipated disruption provides an opportunity to develop a coordinated programmatic improvement that will bring the teaching hospital to 21st century standards, improving the health and safety for all stakeholders and enhancing the educational experience. The teaching hospital has received limited improvements since it opened.
  • The coordination also provides efficiencies in the design and construction and eliminates future programmatic disruption and associated costs.

Scope:

  • The project includes:
    • a new mechanical penthouse with new air handling unit
    • new ductwork
    • air terminal units
    • chilled water and heating water piping
    • new ceiling and lighting
  • The programmatic work scope includes:
    • improving biosecurity through an external entrance for the small animal isolation unit
    • reconfiguration of ward areas to provide more open workspace for the clinical teams that enables observation of all patients and the ability to work effectively in teams
    • creating a dedicated wound management room adjacent to the anesthesia area and operating rooms
    • provision of natural daylight

Schedule:

  • Construction start: November 2020
  • Ready for occupancy: October 2022

Budget:

  • $10.6 million.
  • The project will be funded by the general fund-capital renewal and the College of Veterinary Medicine.

T.B. Simon Power Plant - R.I.C.E. - construct original building (CP17197)

  • Project milestones:
    • Pressure tested fuel gas line, lube oil and instrument and starting air.
    • Installed flex connections to engines.
    • Activated fire alarm and fire suppression systems.
    • Vendor has completed first fire/five-minute bearing runs.
    • Tested emergency stops/trips with engines running.
    • Installed and tested solenoids for emergency shutoff with fuel gas supply and vent valves.
    • Punch list items are being completed.
    • Started enclosing building around exhaust duct.
    • Cleaning crew working on deep clean of engine hall.
    • Land around facility being prepared for landscaping.
    • Line to main plant control room is live.
  • Impact updates:
    • Construction traffic continues around T.B. Simon Power Plant site.
    • Project is on budget and on schedule for substantial completion in January 2021.

Strategic academic development - STEM teaching, learning and interdisciplinary research facilties (CP17133)

  • Project milestones:
    • Delivery and installation of the fume hoods.
    • Completion of the exterior building envelope. Building is enclosed and watertight.
    • Completion of concrete floor grinding and polishing.
    • Completion of site work and landscaping on the south side of the building.
  • Impact updates:
    • Construction traffic will continue in and around the construction site until February 2021.
