MSU welcomes you to bid on current construction projects and to learn bid results after projects are awarded.
General Updates
- Update to Front End Document, Article 4, Section 4.5.4 (pg. IB-5):
- Prior to submitting a bid, all bidders must hold a state project registration, which must be completed through the Michigan Department of Labor and Economic Opportunity (LEO) register, available at https://www.michigan.gov/leo/bureaus-agencies/ber/wage-and-hour/prevailing-wage. Bidders must include a copy of a state project registration for itself and for each subcontractor that has been selected at the time the bidder submits its bid proposal. By submitting a bid for this Project/RFP/RFQ, the bidder represents and warrants that (i) the bidder holds a valid state project registration, and (ii) each subcontractor holds a valid state project registration. A bidder awarded a contract under this Project/RFQ/RFP will be contractually required to submit certified payroll to MSU with each invoice and is also required by law to submit certified payroll through LEO’s online payroll submission portal available at https://www.michigan.gov/leo/bureaus-agencies/ber/wage-and-hour/prevailing-wage.

- The Owner will only receive Bids via the Bid Manager, which requires prior registration and invitation. The Bidder is responsible to familiarize itself with this system and request access in a timely manner. Registration information can be found at https://ipf.msu.edu/construction/partners/prospective-partners. MSU can only assign one email address per company for bidding for all projects.
